RAD Dean for year 2015

 

Mr. Pierre Mirel graduated from Poitiers University, PhD in Public Law.

He worked at the French embassies in Cairo (1971-74) and in Saïgon (1974-76), then at the International Institute for Public Administration, Paris (1977-81).

He joined the European commission in 1981 to work first on trade and cooperation with “emerging” countries (1981-89). He then spent the rest of his career on pre-accession and accession issues in the following positions: setting up the PHARE assistance programme to Central European countries; Head of relations with Poland, Estonia, Latvia, Lithuania; Head of the enlargement co-ordination unit with all candidate countries.Director for the accession negotiations with Hungary, the Czech Republic, Slovakia and Slovenia (2001-2004), he took over Croatia and Turkey until 2006, before being responsible for the relations with Albania, Bosnia and Herzegovina, Kosovo, Montenegro and Serbia, until he retired end 2013.

He teaches at Sciences Politiques-Paris. He has published “L’Egypte des Ruptures” (1982) and a chapter on “the EU enlargement and neighbourhood policies” in the collective book “Géopolitique de la Démocratisation” (Presses de Sciences Politiques-Paris, novembre 2014.
