Mr. Enea Hoti works as Political Adviser for Local Issues to the Albanian Minister of State.
He is the Albanian representative to the European Committee on Democracy and Governance of the Council of Europe. He is also a member of several supervising bodies of Albanian authorities such as the National Housing Authority and National Road Authority. Hoti has more than 10 years of professional background working with civil society organizations in Albania such as the Institute for Democracy and Mediation, Albanian Development Fund and Albanian Association of Municipalities. Mr. Hoti is also a young politician associated with the Albanian Socialist Party and currently holding the position of Party Under Secretary for Local Government. He is author or co-author of several booklets, manuals and articles on local government issues. Hoti is a lawyer by profession, specialized in local government and decentralization issues. He is currently pursuing his PhD at the University of Lodz in Poland and his doctoral thesis focuses on the topic "Local tax system in Albania". He holds a bachelor and a Master’s degree in Law from Warsaw University in Poland. He also earned a joint certificate by Catania University and Warsaw University on “European and Italian Law”.
