Officer in charge of UNWOMEN Office in Kosovo*

 

Flora Macula serves as Officer in Charge, UN Women Kosovo* office and as UNSCR 1325 Regional Program Peace and Governance Adviser. She has been working for UNIFEM/UN Women Kosovo Project Office since 2000. Ms Macula has supported women’s efforts on institutionalization of Gender mechanisms within governmental institutions, and on developing the National Action Plans for Gender Equality (NAP) and Gender Equality Laws in Kosovo, Albania, Monte Negro, and Serbia. Particularly in 2002 in Kosovo she coordinated the development of the NAP by bringing together women activists, women in politics, in media, business and government. She trained more than 2500 women and men in Kosova and the region on Gender mainstreaming, Human Rights Protection Systems, strategy development, security and gender, and governance systems. In 2000–2003, Ms Macula initiated and developed trainings on integration of gender issues into municipal structures and practices, which resulted with the establishment of the Gender Equality Committees in 14 Municipality Assemblies.  She was awarded by UN HQ and presented as one of the best practices in the world forum of municipalities in Belgium, 2002. From 2003, she has particularly been supporting actions on gender mainstreaming within the security sector. She supported the national and regional activities on women, peace and security such as initiatives of women from Serbia and Kosovo related to the negotiations over the future status of Kosovo as well sub-regional (Western Balkans) advocacy for advancing the implementation of UN Security Council Resolution 1325. She initiated regional activities by organizing consultations between the security sectors and police units from Bosnia and Herzegovina, Albania, Montenegro and Kosovo.

In the period of 2005-2007, Ms Macula provided technical assistance to governmental and nongovernmental institutions and international organizations on gender equality and WHR in Albania, Montenegro and Serbia. Since 2005, she has been supporting the establishment and activities of the Regional Women’s Lobby for Peace, Security and Justice, and supported inter-ethnic dialogue activities in Kosovo and BiH. 

 Flora Macula has a MA degree on European Integration and Law from CIFE - Centre International de Formation Européenne in Nice, France.

  Ms Macula was one of the lecturers of the first RAD seminar "Security Sector Reform in the Western Balkans".
